2015 Alumna in Residence Lecture

We are thrilled to welcome the FBI’s Executive Assistant Director of the Human Resources Branch, Valerie Parlave ’90, as Albany Law School’s 2015 Alumna in Residence for the spring semester.

In her current role, Ms. Parlave leads the FBI’s human capital needs and oversees the Bureau’s Human Resources, Training, and Security Divisions, as well as its Leadership Development Program. Prior to this assignment, Ms. Parlave was the Assistant Director in Charge of the Washington Field Office, the second largest field office of the FBI. As Assistant Director, Ms. Parlave was responsible for all FBI operations throughout the nation's Capital Region, including the investigation of the September 16, 2013, Navy Yard shootings in Washington, D.C.

Her lecture, The FBI Today:  Building on Our Past to Protect Our Future will take place from 4:00 to 5:00 p.m. in the DAMC, with a reception to follow in the West Foyer. Parlave will also meet with faculty and students while on campus.

Colonel (Retired) Richard Pregent, U.S. Army, served as a Judge Advocate for nearly thirty years.  He was posted to a variety of operational billets in Central America, Europe, Africa, and Southwest Asia.  These tours included Rwanda in 1994; NATO LEGAD for Kosovo Forces 2001-2002; NATO LEGAD for Allied Forces South 2002-2004; Deputy General Counsel for the Coalition Provisional Authority during the occupation of Iraq; and a second tour in Iraq as the Director of the Law and Order Task Force as well as the Interagency Rule of Law Coordinating Center 2008-2009.   His last active duty position was as the Chief of the International and Operational Law Division at the U.S. Army Office of The Judge Advocate General.  From 2011 to 2016 he served as the legal advisor to NATO’s Allied Command Counter-intelligence.  He is now serving in a Defense Senior Intelligence Leader post as the National Security Legal Advisor at the Army’s Office of The Judge Advocate General.

He received his Bachelor of Arts from Williams College (1976), his Juris Doctorat from Albany Law School (1979), and his Masters of Law from the US Army Judge Advocate General’s School (1990).  His publications include Torture, Interrogation, Counter-terrorism and the Rule of Law, Chapter 20 of 
Counter Terrorism International Law and Practice, Oxford University Press (2012) and NATO, Cyber Defense, and International Law, St. John’s Journal of International and Comparative Law, Vol.4, No. 1. (Fall 2013).

Colonel Pregent is a Chevalier in the Ordre National du Merite (France).  His other awards include the Legion of Merit (1OLC), Bronze Star (1OLC), Defense and Army Meritorious Service Medals, Joint and Humanitarian Service Medals. He wore the Parachutist, Department of the Army and Office of the Secretary of Defense Staff Badges.

Join the Albany Law Review as two former Court of Appeals judges, HON. EUGENE F. PIGOTT JR. and HON. ROBERT S. SMITH, offer their unique perspectives and reflections on New York State's highest court, as well as their current work "off the bench."

Moderated by Vincent Bonventre, Justice Robert H. Jackson Distinguished Professor of Law. This event is free and open to the public. A reception will follow in the East Foyer.

The Albany Law Review started its annual tradition of honoring former New York Court of Appeals Chief Judge Lawrence H. Cooke '38 in 2007 by holding the first State Constitutional Commentary Symposium in his name. The symposium provides a forum to explore issues and developments in state courts, state public law and state-federal relations.
